20% GREENHOUSE GAS EMISSION REDUCTION BY 2020
The EU needs to reduce its greenhouse gas emissions with 20% by 2020 in comparison to 1990. In absolute numbers this means a reduction of 1.121 Mt of CO2. Heat pumps contributed between 2005-2012 for about 11 Mt to the savings, which corresponds to 0,98% of the overall savings.

On top of that the EU needs to make sure that 20% of the final energy consumption in 2020 is coming from renewable energy sources (RES), e.g. wind, pv, geothermal.... The target for the RES contribution of heat pumps by 2020 is 12,12 Mtoe (141 TWh). That is based on the Natinoal Renewable Energy Action Plans (NREAPs) and corresponds with 5% of the overall targeted share of RES in final energy consumption by 2020 (245 Mtoe). Based on the stock installed between 2005-2012 the RES share of heat pumps is approx. 4,5 Mtoe.
20% ENERGY EFFICIENCY BY 2020
Finally, by 2020 energy consumption in the EU shall not be more than 1474 Mtoe (17 142 TWh) primary energy and 1078 Mtoe (12 537 TWh) of final energy. The Energy Efficiency Directive would need to make sure that 368 Mtoe will be saved.
From 2005-2012 heat pumps have saved up until 29,5 TWh of primary and 52 TWh of final energy. This corresponds with resp. 0,17% and 0,41% to the overall EU energy savings.
